On the topic of water conservation, I found an EPA website Surf Your Watershed which provides a web page for each watershed. Community groups who do watershed work in the area have listings on the page. Other links provide additional information.

Another interesting topic along these lines is the amount of water used by a coal fired power plant. It doesn't come to mind at first, but the power plant go through HUGE amounts of fresh water. It is possible to recover some of the fresh water and reuse it in the power plant, but it is expensive. Someone should do a search to find out if there are any groups lobbying to get more stringent regulations for water use in these situations.
